For me it updated from the installed build to 26th November 2020 version which was just released today. It will check with the youtube-dl.exe servers for latest build and download and install any avaialable updates. That will do a UAC prompt on versions of windows that support it and ask for admin rights account if your current one is a limited user account. Then go to the cmd.exe command prompt that was previously opened and enter the command line: Then right back to the installation window and find youtube-dl.exe and right click on it and select Properties, then in the Properties panel select compatability tab and select Run this program as an Administrator and select OK on the panel to dismiss it. The procedure I use is to right click within a blank area of the windows explorer right hand pane when in the installation folder and select "open command prompt here" or in windows 10 "open powershell here" (note if in powershell first command to enter is "cmd.exe" so you can access 3rd party executables.
